FEDERATION COUNCIL SPEAKER AGAINST DEATH PENALTY FOR TERRORISM

MOSCOW, September 20 (RIA Novosti) - Federation Council Speaker Sergei Mironov speaks against death penalty introduced for persons convicted for terrorism.

"I am an opponent of the death penalty, even if the talk is about terrorists, their accomplices and sponsors," Mr. Mironov said at a Monday press conference.

In his words, life imprisonment without the right to appeal the sentence is sufficient punishment.

Mr. Mironov said the Federation Council believes it necessary to adopt a new wording of the law On National Security, as well as introduce amendments to the laws On Weapons, On Licensing etc. This is said in the parliamentary upper house's resolution on citizens' security provision.

"We also stress in the resolution that toughening the criminal punishment for terrorism in the list of first-priority measures is in last place," he said.

In Mr. Mironov's words, the main thing is to prevent terrorist acts similar to the one in Beslan, "to do everything possible for such a tragedy to never take place again."

The Federation Council will also address the government with a request to immediately inventory in full the ammunition and weapons depots on Russian territory, regardless of their belonging to this or that department.

In Mr. Mironov's words, this proposal is also registered in the resolution of the Federation Council.

"By the data of the Russian Interior Ministry, the population has up to 72,000 items of unaccounted weapons," Mr. Mironov said after the closed part of the extraordinary session of the Federation Council.

"A large quantity of weapons travel around the country, and I won't be surprised should this stock-taking show big violations," he stressed.
