CE: RIGHTS COMMISSIONER CHECKS RUSSIA

MOSCOW, September 19 (RIA Novosti) - Alvaro Gil-Roblez, Council of Europe rights commissioner, is arriving in Russia today, reports his press service.

He is going to Khanty-Mansiisk, in the Urals' north, tomorrow, to go on to Chechnya. His PR refused to specify the itinerary-the commissioner makes it a point to conceal his route so as to see things the way they really are, without show-window preparations.

To stay in Russia for ten days, Mr. Gil-Roblez will draw an extensive paper on the rights situation in Russia-the main aim of his visit. He has drawn approximately twenty papers for today on particular CE countries' compliance with human rights.

The commissioner pointed out on repeated occasions Russian authorities' openness and goodwill to cooperate. Russia pays in kind to highly appreciate his unbiased and businesslike stance on rights in Chechnya. The Foreign Ministry, for one, highlighted it many times, and reassured of its desire to help him.

The PACE, Parliamentary Assembly of the Council of Europe, has invited Mr. Gil-Roblez to its nearest plenary session, October, when an extensive report will be offered on the overall developments in Chechnya, with special attention to human rights and the humanitarian situation.
