MOSCOW, September 17 (RIA Novosti) - Russia is playing a key part in the anti-terror cause, says Solomon Passy, Bulgaria's Foreign Minister and OSCE chair.

The Organization for Security and Cooperation in Europe resolutely condemns terror acts of whatever kind. It is indignant at attempts to involve innocent children and adults in terrorism. The anti-terror combat is an international duty, and no country can cope with it single-handed.

Terror has a reverse effect to enhance global resistance, he emphatically added.

The OSCE has blueprinted several projects for partnerly efforts in Chechnya, and is ready to offer them. The prospective endeavors concern the economy and education. A package has reached Russia by now, and the organization excepts their detailed study to be followed by Russia replying which of the projects suit it best, Mr. Passy said to a news conference after negotiations with Sergei Lavrov, Russia's Foreign Minister.

Mr. Lavrov has a visit to Bulgaria on his schedule for December. He will appear at a session of the OSCE foreign-ministerial council, due in Sofia. Mikhail Fradkov, Russia's Prime Minister, will visit the Bulgarian capital next month, added Mr. Passy.

As he was addressing the media, in his turn, Sergei Lavrov thanked international organizations for cooperation in Chechnya-oriented efforts. "Our stance on Chechnya has found a practical response, and we are grateful," he said.
