ASTANA SUMMITEERS TO GET TRADE & TARIFF COMMISSION BLUEPRINTS: KHRISTENKO

.MOSCOW, September 15 (RIA Novosti) - A high-level ad hoc team for the united economic environment of four countries-Russia, Ukraine, Kazakhstan and Belarus-intends to offer the four Astana summiteers blueprints for a supranational Trade and Tariff Commission. The news comes from Victor Khristenko, Russia's Industry and Energy Minister, as quoted by his ministerial PR in a statement.

The quadripartite summitry opened in the Kazakh capital today.

If the Presidents determine to establish such a commission, which was envisaged in initial plans for the united economic environment, a relevant agreement will be ready to sign before July next, said Mr. Khristenko.

The commission structure is now nothing more than a legal premise envisaging a supranational body. Its membership and functions will be gradually determined as the four countries agree to delegate certain national bodies' responsibilities to the prospective commission, explained the minister.

The commission will come up as just such a body with supranational duties. These will appear when the Parties sign an understanding that will envisage functions ceded to that body in a respective field to regulate.

The united economic environment envisages unified tariff policies, a free trade zone, and free capital and workforce circulation. The commission will extend its duties as the environment makes progress, added Mr. Khristenko.
