VELIKY NOVGOROD, September 8 (RIA Novosti's Andrei Letyagin) - A technical failure was to blame for a bomber crash near Soltsy, Novgorod Region in Russia's northwest, says a government investigation commission.

Its official report reached criminal investigators yesterday, reports the Novgorod garrison prosecutor's office.

"It will take a long time to peruse the commission paper, of several big files. One thing is clear now-a technical failure caused the crash. The human factor has nowhere to come in, whatever might be initially assumed," said a Novosti informant.

Criminal proceedings were launched immediately after the tragedy on violated flight safety and preparation rules. A final decision will be made Friday, September 10. Our interviewee is sure the case will be dismissed.

A TU 22M3 long-distance bomber crashed several kilometres off Soltsy in the small hours of July 9. A crew of four perished.
