MOSCOW, September 1 (RIA Novosti's Olga Lipich) - Mufti Ismail-Hazrat Shangareyev, Russian Muftiyyate co-president, is willing to fly to Beslan in North Ossetia to negotiate with terrorists who have seized a town school, and are holding the pupils hostage. If necessary, he is determined to offer himself in place of the children, the Mufti said to Novosti.

The Muftiyyate is resolutely denouncing the appalling terror act under the Muslim banner. "All Muslims in Russia and in the whole wide world are indignant at the inhuman and utterly non-Muslim acts, which arouse nothing but bitterness, wrath and derision," he said with reference to the school seizure and last night's blast in Moscow.

"We cannot qualify as believers those who do such heinous things. Islam regards the murder of one as the extermination of the entire human race. Muslims hold sacred what the Koran says. The Prophet Muhammad, Messenger of the Almighty, called not to endanger seniors, women and children, even when they are on the enemy side in war.

"Terror acts kill innocent civilians of all faith-Muslims, too.

"The Russian Muftiyyate regards terror acts as un-Muslim because they breed xenophobia, and prejudice and hatred for Muslims throughout the world. So, they cannot be put up with," stressed the Mufti.
