FEDERAL BUDGET ALLOCATES 398.4 BILLION RUBLES ON SECURITY

MOSCOW, 1 Sept - RIA Novosti. Next year's federal budget will allocate 398.4 billion rubles for security and law enforcement purposes ($1 is worth about 29 rubles).

Vladimir Vasilyev, the chairman of the State Duma security committee, announced on Wednesday that this sum was stipulated in the draft 2005 federal budget that the lower chamber of parliament had just received.

The deputy said that the money would be used, first of all, to combat terrorism. He added that this year's federal budget had allocated 316.3 billion rubles for this purpose.

The State Duma introduced amendments to articles 205 and 57 of the Russian Federation Criminal Code. Mr Vasilyev said that people convicted of committing terrorist attacks now faced life imprisonment, while amendments to the Procedural Code now allowed law enforcement agencies to hold suspected terrorist for yup to 30 days.

Moreover, the penalties for money laundering have also been changed.

At the same time, the parliamentarian believes that improvements need to be made to the laws "On the State of Emergency", "On the Police" and "On Search Activities."

He also pointed out that the Justice Ministry and the FSB were currently preparing a bill on the counteraction of terrorism.

"We are waiting for this bill to be introduced to the State Duma," Mr Vasilyev said.

He also pointed that everything had to be done to ensure that Russian legislation was modern and effective in terms of counteracting the terrorist threat.
