CHECHEN GOVERNMENT TO BE STATE CLIENT ON CHECHNYA RESTORATION FROM 2005

SOCHI, August 22 (RIA Novosti) - From January 1, 2005, the Chechen government will be the state client on the restoration of Chechnya's economy and social sphere.

This was said by Alu Alkhanov, the head of the public council on control over Chechnya's restoration, at a meeting with Russian President Vladimir Putin in Sochi (Russian resort on the Black Sea) on Sunday.

The head of the public council said that the economic situation in the republic is complicated but the latest decision of the interdepartmental commission led by Economic Development Minister German Gref gives grounds to believe that work to restore the economy and social sphere will improve.

Speaking about the work of the public council, Mr. Alkhanov stressed that its very creation "is a positive fact, and people waited for this." He said that the public council has already received 12,000 people.

Vladimir Putin said at the meeting that the Chechen Interior Ministry must contribute to establishing facts of destruction and damaging of housing to ensure payment of compensations for lost housing.

"Without contribution of Interior Ministry bodies to the establishment of the very fact of destruction and damaging of the housing we can't move further," said the president.

He said that there are some difficulties while drawing up lists of those who need compensations and because some documents are lost.

"Power structures must actively get involved and help. Without your assistance, it will be impossible to do this," Mr. Putin said.

He said that payments of compensations must not be stopped no matter whether documents are lost or not.

Compensation payments for lost housing still remain the main problem in Chechnya, said Alu Alkhanov.

Mr. Alkhanov said that after Mr. Kadyrov's death (the Chechen President was killed in a terrorist act in Grozny on May 9), a certain decline was outlined. At the same time, he said, measures taken by federal structures and the Chechen government made it possible to pay before August 11,967 compensations.

Mr. Alkhanov also said that the republic's power bloc will continue to monitor payment of compensations for lost housing.

He noted that a conference with the power bloc was held recently on compensation payment, as well as on prevention of illegal reception of compensations.

"Work on the payment of compensations is strictly controlled by the government and Ramzan Kadyrov [Akhmad Kadyrov's son and the republic's vice president]," Mr. Alkhanov said.

Vladimir Putin instructed the Chechen government to actively contribute to development of mobile communications in the republic.

"The Chechen government must actively get involved in the resolution of this problem," said the president.

In Mr. Alkhanov's words, 500 cell phones are given to people each day. Mr. Alkhanov stressed that republic citizens may use cellular communications without restrictions, and no additional permissions have to be received when buying cell phones.
