REGISTER OF STRATEGIC ENTERPRISES COMPRISES ROSOBORONEXPORT, GAZPROM, RUSSIAN RAILWAYS

MOSCOW, August 7 (RIA Novosti) -The national register of strategically vital enterprises recently approved by President of the Russian Federation includes such major Russian companies as Rosoboronexport, Gazprom, Unified Energy Systems of Russia, Russian Railways, Rosgosstrakh, Alrosa, Transneft and Bank for Foreign Trade.

The national register of strategic enterprises and companies approved by the Presidential Decree of August 4, 2004 can now be seen online at the official website of the Russian President.

The register comprises such major companies and enterprises as Concern PVO Almaz-Antei, Russian aircraft makers MIG, Sukhoi and Ilyushin; Glavkosmos, Khrunichev State Space Industrial Centre, Korolev Space Industrial Complex `Energia`, Perm Motors, Avangard, Civil Airports Administration, and Sheremetyevo, Blagoveshensk, Irkutsk, Magadan, Sochi and Yuzhno-Sakhalinsk airports.

The register also comprises such Russian air carriers as Domodedovo Airlines, Orenburg Airlines, Krasnoyarsk Airlines and Aeroflot-Russian Airlines.

The Russian State Television and Radio Company as well as the First Channel TV company were also included in the register.

The register is composed of two sections. The first comprises the federal unitary enterprises (514 in total), the second joint stock companies partially owned by the state (549 in total).

The country's military industrial complex accounts for about 80 percent of all entities on the register.

The Presidential Decree approving the national register of strategically vital facilities was signed to ensure implementation of a unified state policy regarding privatisation of federal property and in compliance with the federal law `On Privatisation of State and Municipal Property` of December 21, 2001.

The head of state instructed the Government to include in its long-term plan (program) for privatisation of federal property (after the President's decision to strip some enterprises of their strategic status or to reduce the share of the state's participation in some strategic joint stock companies (i.e. reduction of the state's stake in such companies' share capital) the following assets: federal state unitary enterprises, whose status is specified in section 1 of the national register approved by the above Presidential Decree, with the view of their subsequent conversion into wholly state-owned open joint stock companies, as well as the federally-owned stakes in joint stock companies specified in section 2 of the national register.

President also instructed the Government to include the strategic enterprises and companies specified in the national register approved by the aforesaid Presidential Decree into the register of strategic enterprises and organisations authorized by the Government's Decree of January 9, 2004.

As of July 1, 2004, according to the Russian Economic Development Ministry, the Russian Federation wholly owned assets in 9,222 federal state unitary enterprises and held stakes in 3.905 joint stock companies (in 1,955 of those the state's holdings accounted for no less than 25 percent of the respective company's share capital).
