STATE DUMA MAKES SECOND READING AMENDMENTS TO BILL RESTRICTING TV BEER ADS

MOSCOW, July 31 (RIA Novosti) - On Saturday, the Russian State Duma made second reading amendments to the law "On Advertising" which substantially restrict the volume of beer advertising in mass media.

With 226 votes required for revision of the law, the amendments were supported by 432 Duma deputies with one abstention.

According to the document, all kinds of advertisements promoting beer and beer-based beverages shall contain no information inferring that beer consumption is vital for achieving success in life. Nor shall it carry any information claiming a harmless nature or a therapeutic effect of beer.

Beer commercials shall be banned between 5 p. m. and 10 p. m. on all TV and radio channels. Moreover, beer advertisements shall not use images, animated images included, of people of animals.

The latter stipulation, however, will only be applicable after six months following the document's entry into force.

The amendments also ban beer advertising in children's, educational, medical, recreational, sports and cultural organizations, with the restriction extending to the surrounding territory of no less than 200 meters in diameter.

Farida Gainullina, member of Duma's Labor and Social Policy Committee, also spoke in favor of banning sale of beer on the Duma premises. She addressed the State Duma speaker with a proposal to consider striking draft beer off the menu in all Duma's cafeterias.
