RUSSIAN PERMANENT REPRESENTATIVE AT OSCE URGES ITS ASSISTANCE IN EASING GEORGIAN-OSSETIAN TENSION

MOSCOW, July 30 (RIA Novosti) - Alexei Borodavkin, permanent representative of the Russian Federation at the Organization for Security and Cooperation in Europe, urges its assistance in the easing of tensions in the zone of the Georgian-Ossetian conflict.

He announced this at the July 29 special session of the OSCE Permanent Council on the Georgian-Ossetian settlement.

"The OSCE, too, is to make its share in settling the Georgian-Ossetian conflict also through its Mission in Georgia", he stressed adding that "the Russian side had voiced dissatisfaction with the OSCE field presence in Georgia in the South Ossetian direction".

"We have already come up in this regard at the OSCE Permanent Council. Certain improvements in work of the Mission have of late surfaced in connection with the South Ossetian crisis. These efforts should be continued", the Russian representative said.

He sees as the main goal of the OSCE Mission in Georgia "objective and operative assessment of developments in the conflict zone, efficient steps towards the easing of tensions and the promotion of cooperation between all the parties in work of the Mixed Monitoring Commission, as well as interaction with the Mixed Peacekeeping Forces in the accomplishment of their goals".

"These goals are clearly outlined in the mandate of the OSCE Mission in Georgia", Mr. Borodavkin stressed.

In his opinion, "in order to rectify the existing faults and bungles in work of the OSCE in South Ossetia a switchover is required to wholly impartial, more efficient methods in the ensurance of due cooperation and coordination with the MPF in the conflict zone".

"For that no numerical increase of the OSCE presence in South Ossetia, no geographic expansion of its zone of activities are required", the diplomat believes.

The Russian permanent representative expressed Russia's deep conviction that, "for the easing of tensions in the zone of Georgian-Ossetian conflict and resumption of the negotiations, all the unsanctioned armed formations and checkpoints of both the sides should be withdrawn from the conflict zone, including villages. The coordinated protocols of the Mixed Monitoring Commission's sessions, dated June 2 and July 15, 2004 and undersigned by all the parties, should be fulfilled".

"The OSCE is called upon definitely to be conducive", he stressed.

"In this way, conditions for the resumption of the sides' dialogue on the political aspects of the conflict settlement, mediated by Russia, would be created", the Russian diplomat noted.

He recalled the repeated declarations of Russia regarding its readiness "to support and acknowledge the agreements to be reached by the sides as a result of talks and be a guarantor for their observance".
