PUTIN DISCUSSES TREASURY PROGRESS WITH FINANCE MINISTER, EXCHEQUER HEAD

MOSCOW, July 28 (RIA Novosti) - Russia's President Vladimir Putin met in conference today with Alexei Kudrin, Finance Minister, and Tatiana Nesterenko, head of the Federal Exchequer, to discuss progress of the national treasury network.

A current budgetary reform promises to make budget expenditures more effective, and enhance transparency and finance discipline, said Mr. Kudrin.

The Federal Exchequer is the tool to bring every kopeck the whole long way from taxpayers to federal allocation receivers, he went on.

The Exchequer is streamlining its techniques, and competence delineation is making ruling bodies at every level more responsible for work with budget money. The Exchequer ought to do more for thrift and expedience as government money is used up-it can make regional and municipal authorities its depositors on unified standards and patterns. That does not mean an end of regional treasuries. They will work on to finance schools, hospitals and other institutions entitled to government allocations, though every region will necessarily have an unified account in the Exchequer, explained the Finance Minister.

Vladimir Putin also held conference today with Petr Aven, Alfa Bank president, to take stock of national banking developments-in particular, the commercial banking situation, reports Alexei Gromov, presidential press secretary.
