GEORGIA TOO SLOW ON MCC PROTOCOL REALISATION - BORIS CHOCHIEV

MOSCOW, JULY 16 (RIA Novosti) - Georgia has not yet got down to realisation of the protocol of the Mixed Control Commission for settling the Georgian-Ossetian conflict, ambassador-at-large Boris Chochiev, co-chairman of the MCC, told the press conference.

He stressed that MCC, sitting in Moscow recently, inked the protocol in which the sides called on Georgia immediately to get down to implementing the July 2 decisions of the commission, intending the withdrawal of all the block-posts and armed formations that are not the peacekeepers'.

"Georgia has not begun implementing the protocol of July 2. We'll see what comes next", Chochiev stressed. This morning he received alarming information: Russian and Georgian military observers with OSCE participation have detected the presence of Georgian armed units in some populated places.

He also recalled that the situation worsened in the end of May, when the Georgian side unfolded eleven unagreed-upon block-posts in the conflict zone. "There are now 24 unlawful posts there", Chochiev said.

In his opinion, problems with the fulfilment of the MCC decisions also stem from somebody on the Georgian side "inking a document while somebody else is carrying out unlawful actions".

To him, yesterday's talks are on the brink of wrecking, though, "giving it its due, the Georgian delegation has understood what may come out of it". Chochiev also thanked the Russian delegation for work in the MCC format.

He recalled that, in the recently-adopted protocol, the parties have declared undelayed taking of steps to prevent the use of force and decided that the MCC will be permanently open in the South Ossetian capital Tskhinvali. "The co-chairmen will arrive in Tskhinvali on Tuesday. Later, plenipotentiaries of the sides will work there", Chochiev said.

He called "mere publicity" the attempt by the Georgian side to participate in sharing Russian humanitarian aid among Ossetians.

"They wanted themselves to share the Russian humanitarian aid. It's a shame for such a country as Georgia. They prefer to engage in publicity than settlement", Chochiev told the Friday press conference.

He viewed the decision of the Georgian authorities to pass through customs clearance the Russian humanitarian as an attempt to wreck the MCC sitting in Moscow.

"Now the situation surrounding the delivery of humanitarian cargoes has been settled", MCC co-chairman Chochiev added.

The MCC has been keeping in hand the situation in the Georgian-Ossetian conflict zone since 1992, following the acute phase of the conflict, which began in 1989. Then, Georgia deprived South Ossetia of the autonomy status and held tough punitive operations there. Reciprocating, South Ossetia declared independence. The Mixed Control Commission is made up of representatives of Russia, Georgia, South and North Ossetias (North Ossetia is part of the Russian Federation).
