RUSSIA SOLE PEACEKEEPER: SOUTH OSSET PRESIDENT

MOSCOW, July 11 (RIA Novosti) - Lev Mironov, Ambassador at Large of Russia's Ministry of Foreign Affairs, today arrived in South Ossetia-unrecognized republic in Georgia, and met with Eduard Kokoity, its president, the republican Press and Information Committee reports on its web site.

"Russia alone guarantees peace and quiet in the Georgian-Osset conflict zone. The other countries and the OSCE are displaying extremely biased stances," President Kokoity said during the conference.

"OSCE observers are shirking their duties to cause several clashes, though South Ossetia has called on those military observers to monitor conflict zone areas where armed units have been spotted whose presence is not authorized.

"Not to spread the warfare, we make do with ousting those unlawful armed formations, on which the OSCE is turning a blind eye. We have repeatedly drawn observers' attention to, let's say, the village Vanati, where such forces are stationed-but after the observers went to the spot, they said they had not seen whatever trespasses there," said President Kokoity as he expressed profound regret with Georgia violating available understandings.

"We are willing to get to the negotiation table for peace talks. We are not making whatever ultimatums. We, however, are entitled to guarantees of Georgia's new leaders willing to be true to their pledges. Georgia has been unilaterally trespassing all understandings for three months now. We Ossets have to retaliate for our independence and our citizens' safety. We are ready to trample on our ambitions for the sake of the Osset and Georgian nations, and we want Georgia to do the same.

"If tensions are built up again, we shall fight for our independence. We are no aggressors-what we are doing is mere self-defense," stressed President Kokoity.

"Russia is to stop the current escalating tensions. The way to that goal is in compliance with the understandings of 1992, 1994, 1996 and June 2004," the Russian diplomat said in response.

"As for the OSCE stance, it is hardly decent, really. Russia shares the opinion of OSCE conduct in the Georgian-Osset conflict zone as biased and leading to the wrong steps, which aim at propaganda."
