MOSCOW, July 4 - RIA Novosti. Russian President Vladimir Putin has sent a congratulation address to U.S. President George W. Bush on the Independence Day of the United States of America, the Kremlin press service said.

According to the address, "A qualitatively different character of relations between our countries enables [us] to consistently develop bilateral ties and solve most complicated problems on the basis of mutual confidence and understanding."

"We have got a lot of work to do to strengthen global stability and security, to counter the terrorist threat and proliferation of weapons of mass destruction. We also would like to expand mutually favorable economic, humanitarian, and cultural cooperation. Such close partnership is doubtless in line with the interests of our countries and peoples," the address reads.

On July 4, 1776 - 228 years ago - the Second Continental Congress in Philadelphia adopted the Declaration of Independence that proclaimed independence of American colonies from England.
