MONETARIZATION BILL NEEDS IMPROVEMENT

MOSCOW, June 29 (RIA Novosti) - The draft law on replacement of privileges with monetary compensations that the State Duma plans to consider in the first reading on July 2 needs improvement, believes Svetlana Orlova, the Federation Council Vice Speaker.

She said to RIA Novosti on Tuesday that the bill envisages amendments in line with which payment of compensations to rehabilitated victims of political repressions and their heirs should be carried out at the expense of regional funds.

"But the Federation members may not bear responsibility before these categories of citizens, as repressions conducted were carried out on the basis of all-union legislation by centralized bodies," she said. Thus, in Ms. Orlova's words, the approach to payment of this compensation is not in line with the general principles of the legal, political and moral responsibility that the state bears before the repressed people.

"Besides, the proposal to transfer the payment of these compensations to regions does not take into account the general state of the expenditure load on Federation members, and that's why this is not ruled out that these people will not be able to get the required compensation," she said.

The proposal to give up free qualified medical aid to AIDS-infected people arouse objections of the upper house vice speaker as well. At the expense of federal budget means it is only supposed to carry out financing of federal medical institutions, she recalled.

"Due to the high danger of this disease, the fight against it is of federal significance and must be financed at the expense of the federal budget," Ms. Orlova said.

On Tuesday she took part in the session of the Federation Council budget committee. Committee members took the decision to submit to the State Duma about 15 amendments to the bill.
