RUSSIAN MPs WELCOME TRANSFER OF POWER TO IRAQ'S PROVISIONAL GOVERNMENT

MOSCOW, June 28 (RIA Novosti) - The coalition forces are ready to comply with the plan for the Iraqi settlement and the coordinated resolution of the UN Security Council. This is proved by the transfer of power to Iraq's provisional government that took place on Monday, Konstantin Kosachev, chairman of the Russian State Duma international committee told journalists on Monday.

This decision "cannot but be welcome," he said.

At the same time, the provisional government will have to solve the country's main problem, further escalation of violence, the MP believes. "The success or failure in this area will determine further fate of the government and the country on the whole," he believes.

"Definitely, it is important to be realistic and not to expect that the transfer of power to the Iraqi government will be followed by immediate settlement of all Iraqi domestic contradictions," Kosachev pointed out.

According to him, the new government is in for perhaps the hardest period, when it will have to prove to the world and, first of all, Iraqis that it is able to control the situation.

Simultaneously, foreign troops stationed in Iraq "should be most discreet and circumspect" in the ongoing conflict as "any incautious action can only discredit the new authorities in the public eye," he emphasized.

The State Duma hopes that from the transfer of power till the national elections scheduled for January 2005 the government will work to create bases of Iraq's future state regime, and the peace process will become irreversible, he added.

"Russia should continue to render all kinds of assistance to the Iraqi people, and as soon as the situation is stabilized we will be able to raise the question of returning Russian specialists to continue construction of vitally important for the country's economy energy facilities," Kosachev concluded.
