MOSCOW CRITICAL ON OSCE MILITARY AND POLITICAL INSTITUTIONS

VIENNA, June 24, 2004 (RIA Novosti) - OSCE military and political institutions implement only a smaller part of their real potential, Aleksander Grushko, head of the Russian delegation at a plenary session of the second annual OSCE conference on security problems said.

"Institutions of military and political cooperation which have once been created in the framework of the OSCE having only a surface gloss and imposing names implement only a smaller part of their potential," Mr. Grushko said.

Mr. Grushko named other weakpoints, which the Russian diplomacy believe are obstacles for the OSCE in the way of tackling problems this world's largest regional organization faces.

"Despite a normative base for maintaining military and political stability and improved confidence in the time of transition, they are the CFE Treaty, the Open Skies Treaty, the Vienna Document, the Code of Conduct, etc. as well as negotiating and operating documents, developments in the military and political sphere cause grave concerns," the Russian diplomat stressed.

"To make sure of it just have a look at the agenda of the forum on security cooperation and agenda for its working groups. The issues on the agenda cover important but not the acutest security aspects. This is just an example of OSCE specific activities at the moment but it reflects general state of facts in the OSCE," Aleksander Grushko underlined.

According to Aleksander Grushko, "it is of great concern as the OSCE gives ground while OSCE member-states have different stances on use of military force in the international relations and on how it can be used."

"The Russian Federation as well as a lot of other contries is strongly against a so-called 'preventive' use of force without any consent from the UN Security Council. The recent events and the modern life show that any unilateral actions not agreed with the international commiunity do not stabilize the situation but cause other problems," Aleksander Grushko pointed out.

"Such tense and unstable environment in certain OSCE-influenced regions with military force becoming the most important aspect of international policy can only stress how necessary it is to reinforce our basic security principles which are monitoring armaments and improvement of mutual confidence," Mr. Grushko emphasized.

According to the Russian diplomat, "neither the OSCE Agreement nor the Vienna Document work and this has been stressed many times in the framework of the Joint Consultative Group and the Forum. On other words, the main principles of the European security are being washed out, and this is extremely dangerous," Aleksander Grushko added.
