COUNCIL OF EUROPE HIGH COMMISSIONER HOPES MILITANT ATTACK IN INGUSHETIA NOT TO AFFECT REGIONAL SET-UP

STRASBOURG, JUNE 22 (RIA Novosti's Christina Rodriguez) - The Council of Europe High Commissioner for Human Rights Alvaro Jil-Robles hopes that the recent militant attack in Ingushetia (North Caucasian republic, neighbouring on Chechnya) will not affect the situation in the region.

What has happened must not change anything in the region, he told RIA Novosti in the interview.

At the same time, he said he had not precise information to this effect and could not make a full analysis of the developments.

Armed violence is not the way to handle the problem, he stressed.

I resolutely condemn the use of force. Violence is negative an unpardonable. It is not the way to settle things but is just another human drama, Jil-Robles said.

The more people are killed, the more unpardonable such actions, he said.

And stressed that peaceful methods of resolving the problem are to be found. The Council of Europe high commissioner sees no other way than interaction between the parties within the four corners of the law.

On Monday night, several groups of militants attacked the buildings of the Ingush Interior Ministry and the 137th border-guard group in Nazran, the Karabulak and Sleptsovskaya villages.

In recent information, these terrorist acts killed 47 law-enforcers. The number of civilian victims is being specified.

Alvaro Jil-Robles is going to visit Russia in the second half of July.

He has refused to cite places he will visit, recalling his customary stance to this effect.

At a press conference in Moscow in the end of May, he lamented that as soon as he comes to a place, "everything turns out to be fine there". This is why Alvaro Jil-Robles will not disclose the itinerary of his upcoming visit to Russia, where he is going to prepare a human rights report.

The Russian authorities have given him "carte blanche", he said. My only problem now is that of choice, he joked to journalists during his May visit to Moscow.

Alvaro Jil-Robles will submit his report on human rights in Russia at the PACE autumn session in October.
