The regulations assign terms of the submission of documents to draft gas balances in Russia and its unified gas supply system, in particular, volumes of gas supplies to Russian consumers, purchase and distribution of Russian gas of independent producers, proposals on export and import gas balance and coordinated forecast of gas production and supplies.
According to the regulations, gas balances in Russia and the unified gas supply system will be formed with account for real demand on natural gas in Russia.
The regulations will boost control over the formation and execution of gas balances and will make this process more transparent.
Moreover, the document outlines a precise mechanism of long-term planning of gas volumes distribution.
The regulations are to consolidate the vertical integration in Gazprom and improve links between all stages from gas production and transportation to processing and sale, the press release says.
