According to the chairman of the lower house on energy, transport and communications, Valery Yazev, to boost efficiency of the gas sector and make the branch attractive for investment, the gas market has to be gradually liberalized.
Besides, the deputy believes, it's necessary to create a gas exchange as one of the key elements of the new market infrastructure. The government also should speed up the adoption of the decision on allocation of a certain volume of open joint stock company Gazprom's gas for realization at free prices, he said.
The parliamentarian believes preparation of the new wording of regulations on gas deliveries to the Russian Federation, and of a provision on ensuring the access of independent organizations to Gazprom's gas transportation system to be a priority direction on the government's agenda.
Parliamentarians also think it is necessary to raise the volumes of budget financing of exploration work, as well as elaborate a complex of measures to stimulate subsoil users who invest in exploration work.
The State Duma together with the Russian government should speed up the consideration of the draft law "On Trunk Pipeline Transport", where the norms and conditions of access of independent gas producers to free capacities of the existing gas transportation systems will be envisaged, note deputies.
It is also necessary to envisage in the draft of the new wording of the federal law "On Mineral Resources" the formation of a fund of federal importance deposits, as well as specific terms of their exploration, believe hearings participants.
In their opinion, it's necessary to introduce into the Tax Code amendments on introduction of a differentiated rate of the severance tax. It's also recommended to amend the current law "On Energy Saving", which would envisage measures of administrative and economic punishment for irrational use of gas.
