UKRAINIAN AMBASSADOR TO RUSSIA: ALL CONTRADICTIONS IN RUSSIAN-UKRAINIAN RELATIONS REMOVED

MOSCOW, June 4 (RIA Novosti) - Practically all contradictions in Russian-Ukrainian relations have been removed, said Nikolai Beloblotsky, Ukrainian ambassador to the Russian Federation.

"The Ukrainian-Russian relations are developing dynamically leaving fewer contradictions," he said at a meeting with Russian and Ukrainian reporters on the occasion of the Journalist's Day in Ukraine.

The diplomat noted that the emerging issues found solution in the continuous dialogue of the presidents, prime ministers and parliaments of the two countries.

At the same time the ambassador admitted some difficulties in the relations of the two countries, in particular, the growth of prices for energy resources. Mr. Beloblotsky reminded the audience that the oil export duties reached $41.7 per ton on June 1.

"It is certainly a stab in the back, but to escalate the situation is madness. We have to see traders, heads of companies and think" how to settle the issue before it goes public and causes a rush of indignation, Beloblotsky believes.

Another unsettled issue in the Russian-Ukrainian relations, according to the ambassador, is the fact that the VAT is charged for oil products export. "This is our weak spot. Within the CIS this standard is only applied to Ukraine. It is not only our request, there must be a world practice regarding the VAT collection according to the country of destination," said the diplomat.

Russia and Ukraine are also to sign agreements to settle a number of the Black Sea Fleet issues, believes the Ukrainian ambassador to Russia.

The ambassador noted that the parties are to sign an agreement regulating the fleet activities in wartime. Besides, the standards concerning armaments upgrade are to be adjusted. It is necessary to conduct the inventory check of the territory housing Russian installations and record the Russian contribution to the development of Sevastopol's social and economic infrastructure.

The diplomat saidthat agreements on these issues had already been prepared.

Nikolai Belobolotsky believes that reaching the consensus is the principal task in establishing the Common Economic Space.

Despite the differences in the parties' positions, "now it is not about how to break up, but how to reach the consensus in various issues, in particular, in indirect taxes, customs tariffs, legislation standardization," said the ambassador.

Due to the framework agreements, the sales volume of Russia and Ukraine within the common economic space of Russia, Belarus, Kazakhstan and Ukraine amounted to $5,020,000,000 for the four months of this year.

"As for the trade and economic cooperation, the common plot of all the common economic space talks boils down to how to finalize the technical work on developing the documents related to the common economic space," he said.

"The issue is rather complicated now, about 100 documents are to be prepared. And this problem is hard to solve within a month or two," noted the ambassador.
