RUSSIAN PREMIER INKS ALTERNATIVE CIVIL SERVICE REGULATIONS

MOSCOW, JUNE 1 (RIA Novosti) - Russian Prime Minister Mikhail Fradkov has signed the resolution approving The Procedure of Doing Alternative Civil Service.

Journalists learnt from the governmental press service that, in line with the federal law On the Alternative Civil Service, "the government of the Russian Federation has resolved to approve the regulations on the procedure of doing alternative civil service".

"Citizens willing to replace military service on draft by ACS shall provide grounds that their doing military service is contrary to their convictions and religion", the regulations read.

The alternative military service is a special kind of labour activity in the interests of society and state carried out by citizens instead of call-up military service.

The alternative civil service in the Russian Federation is carried out in keeping with the constitution.

The specifics of ACS organisation and service during mobilisation, martial law and in time of war are set by the federal constitution laws, federal laws and other legislative acts of the Russian Federation.

According to the document, citizens do ACS service individually, as well as in groups or formations: in organisations under the jurisdiction of the federal organs of executive power, in organisations under the jurisdiction of the organs of executive power of entities of the Russian Federation, in organisations of the armed forces of the Russian Federation as civilian personnel.

The regulations fix the timeframe for filing ACS applications, as well as the timeframe for alternative civil service - from 18 to 42 months and the terms of such service.
