AFGHANS ARE OBSTINATE, ISLAMABAD PERSISTS

ISLAMABAD, May 31 (RIA Novosti). Islamabad is determined to get rid of the terrorists and Al-Quaeda fighters, hiding out in Pakistan regions bordering on Afghanistan with predominantly Afghan population. It was reported on Monday by Masud Khan, spokesman of the country's Foreign Ministry.

"All foreigners with no exception must be legally registered. If they do not have a "terrorists trace" behind, such persons according to the proclaimed amnesty will be allowed to stay and live on in these regions", said Masud Khan.

"Criminals and fighters are in for a due penalty", he added.

Islamabad was exercising patience holding talks with the seniors of numerous Afghan tribes hoping to persuade them to comply with Pakistan laws and assist in detection of the foreign terrorists hiding out in the cross-border region, Khan said.

He reminded that an applicable agreement had been reached, but the Afghans did not keep it. Now economic sanctions are imposed on them.

According to him, the cabinet of the country does not rule out the use of military force, if the current approach of political talks and economic sanctions is not successful.

There may not be any compromise in this issue, the diplomat said.

Effective since Monday in Southern Vaziristan (after the name of the Vazirs tribal group living in this region) is a special regime prohibiting the population from gathering in groups of over five persons as well as from carrying or showing weapons.

Besides, blockade of the region is continued. The Army controls passes and roads, though, it has not started direct operations.

Earlier Pakistan authorities were reported to pass over from talks to collective punishment measures against the Afghan tribes in Southern Vaziristan for non-compliance with the instructions on compulsory registration of foreigners.

According to the News report on Monday 64 persons were arrested there last weekend including 13 seniors of Afghan Akhmadzai clan.

The police and paramilitary forces blocked Vana, the capital of the Afghan autonomous region, closing six thousand stores and shops and a private hospital, and seizing cars owned by the tribesmen.

These strict measures were imposed following the local seniors statement after six weeks of talks that they allegedly could not detect the foreigners living in their territory, including fighters, who had come from neighbouring Afghanistan.

A new Council (Jirga in Pushtu) is expected to take place in Vana, where the seniors and chieftains will have to give guarantees of cooperation with Islamabad in its resolution to register all foreign citizens living illegally in the cross-border region.

On Sunday the conference was called off. The Afghan leaders were afraid to come fearing arrest.

The North West Frontier of Pakistan (with capital in Peshavar), populated with numerous Afghan tribes, following the establishment of Islamic state (which is the translation of the country's name) was given guarantees of broad internal autonomy, in particular, the presence of the central government armed forces in the territory of the autonomy is admissible only in case of threat to national security.
