RUSSIAN ENERGY MINISTRY DECLARES INTENTION TO REOPEN SAKHALIN-3 PROJECT TO FOREIGN BIDDERS

MOSCOW, May 17 (RIA Novosti) - Acting Industry and Energy Minister Viktor Khristenko reiterated his ministry's intention to reopen the Sakhalin-3 project to foreign bidders. This project is about the development of three Sakhalin oil fields: Vostochno-Odoptinsky, Ayashsky and Kirinsky.

Early this year, Russia's governmental commission for production sharing agreements (PSA) declared null and void the results of a 1993 competition, won by ExxonMobil and Texaco.

The Energy Ministry is now drafting a resolution on equal access to export pipelines, Khristenko said. It will supplement Article 6 of the Russian government's resolution on the transport infrastructure used for exports.

Khristenko has also instructed his staff to draft regulations on extraction reserves export. The instructions come ahead of the abolition of the governmental commission administering the use of mainline oil and gas pipelines.
