CHECHEN RECOVERY TO TAKE 3 YEARS, EX-PREMIER POPOV SAYS

GROZNY, May 15 (RIA Novosti) - Former Chechen Prime Minister Anatoly Popov, deputy head of the federal building and housing and communal agency, considers the three-year plan of the republic's recovery to be realistic.

Mr. Popov announced this during the break of the meeting on Chechen recovery in Grozny.

"The republic is ready for the implementation of this plan. Stabilization is underway and Chechnya has all conditions to boost this process," he said.

He positively assessed the fact that now the Economic Development and Trade Ministry coordinates the work on Chechen recovery.

According to him, an inter-departmental commission to settle all practical issues will be formed soon.

Commenting on Economic Development and Trade Minister Gherman Gref's statement that it is necessary to attract private investments to the republic, Anatoly Popov noted that federal budget will still be playing the key role in Chechen recovery. However, federal means will stimulate financing from other sources, he added.

In his words, the candidacy of the future Chechen president was not discussed at the meeting. "We are talking about the social sphere, economy and infrastructure," Mr. Popov said.
