MOSCOW, May 6 (RIA Novosti) - The Federal Cabinet has turned down for improvement a target programme to develop Russian highways, with October 1 for a deadline.

It must be a genuine target programme-ambitious yet a hundred per cent practicable said Prime Minister Mikhail Fradkov. He was addressing a Cabinet session, which took stock of programme implementation efforts.

The Premier called to be thriftier about government allocations to the programme, and enhance publicity: "Everyone must know just where every kopeck has gone." 80 billion rubles, roughly US$3 billion, has been allocated since the year's start to the Russian Roads subprogramme alone-more than on a great many other federal programmes, he pointed out.

A total 4.6 trillion rubles has been allocated to the federal target programme of 2002-10, Svetlana Kryshtanovskaya, press secretary to the federal Transport and Communications Minister, said to Novosti.
