The final text of the resolution, whose draft was "weak", "takes into account all the proposals, which were of principled importance for the Russian delegation".
First of all, the March events in Kosovo "are ranked as ethnic purges and the responsibility for them lies with the Albanian majority" of Kosovo, Kosachev said.
The UN and KFOR missions, bearing responsibility for the maintenance of law and order in Kosovo, are called upon to "establish those guilty for unrest and call them to account".
The third principled amendment, proposed by the Russian delegation and backed by participants in the PACE session, reminds of the need to fulfil the United Nations Security Council's resolution 1244, concerning the disarmament of the all the illegal armed formations in Kosovo.
As a result of this and other amendments, the text of the PACE resolution has become "straightforward and pinpoint", Kosachev said.
"Above all, we have clearly said that it is the Albanian majority that is guilty of the March clashes. And the international community is guilty of the clashes' becoming possible. During five years the international community has failed to realise the United Nations Security Council resolution. This resolution provides the only legal ground for the Kosovo settlement. We have made this another point in the PACE resolution", the Russian chief delegate said.
He also noted that PACE has rejected the amendments containing "vague wording on a future status for Kosovo". Thus, the status of Kosovo as an inalienable part of Serbia and Montenegro has been confirmed.
