KAZAKHSTAN PRESIDENT INKS LAW RATIFYING CEE FORMATION AGREEMENT

ASTANA, April 28 (RIA Novosti) - On Wednesday Nursultan Nazarbaev, President of Kazakhstan, has signed the law On the Ratification of the Agreement on Forming the Common Economic Environment, his press service told RIA Novosti.

The agreement targets the creation of conditions for the stable and efficient development of the participants' economies and a higher standard of living.

The main goals of the agreement are - formation of a free-trade zone without exemptions and limitations, which intends non-application in mutual trade of antidumping, compensatory or special protective measures on the basis of conducting a single tariff and non-tariff regulation policy, single rules of competition, use of subsidies and other forms of state support; creation of conditions for free movement of goods, services, capital and workforce.

The goals, targets, principles, directions, institutional basics for forming the CEE, interaction in the holding of talks towards joining the World Trade Organisation are set in the supplement to the Agreement on the Concept of Forming the CEE, which is an inalienable part of the document.

The agreement says that the CEE is formed stage-wise with account for the possibilities of different-level and different-rate integration. In the process of development of the CEE, national legislations will be harmonized.

The CEE formation agreement has been signed by the presidents of Belarus, Kazakhstan, Russia and Ukraine in Yalta on September 19, 2003 and has been ratified by Kazakhstan, Russia and Ukraine.
