"No doubt, these decisions have to be taken without any delay. But all of them must be substantiated and well-thought-out decisions. They must be socially substantiated," Vladimir Putin told a meeting with government members in the Kremlin.
"I would like the Prime Minister, his deputies, health and social development minister and all the government members to pay close attention to the fact that the entire package of these bills is very important for the development of the country's economy and is of great social significance," the President pointed out.
"I request you to consider very carefully the entire range of issues relating to this sphere," the President said.
"We understand that because we are making changes to over 150 laws and therefore we must not miss anything," Mikhail Fradkov said in his turn.
The President also advised the government's leadership to meet and talk on many occasions with the heads of the constituent members of the Federation.
"There are a lot of questions in this respect. Regions are giving me signals quite energetically involving a large range of issues relating to interaction between the center and the regions," Mr. Putin said.
The Prime Minister said in this connection that representatives of regions and State Duma deputies participated actively in government sessions today.
"We feel attention at an early stage and actually hold the zero reading," the government head said.
