PUTIN APPROVES RUSSIAN DELEGATES TO EUROPE'S CONGRESS OF LOCAL AND REGIONAL AUTHORITIES

MOSCOW, April 25 (RIA Novosti) - Russian President Vladimir Putin has approved the composition of the Russian delegation to the Congress of Local and Regional Authorities of Europe in 2004-2006, the Kremlin press service reported.

The delegation includes heads of federation members, representatives of regional legislatures and municipal authorities, senators, and city mayors.

In 1994, the Council of Europe founded the Congress of Local and Regional Authorities of the Council of Europe.

The congress is a forum for representatives of elected local and regional authorities, who exchange opinions on the local and regional policy of the member countries. The congress works out recommendations for the Council of Europe Committee of Ministers and Parliamentary Assembly on all aspects of the local and regional policy. It also monitors how principles of the European Charter of Local Self-Government are implemented.

The congress gathers for its sessions once a year, with representatives of other European organisations and countries attending as special guests or observers.
