RUSSIA IS FACING TERRITORIAL REORGANIZATION PROBLEM - SENATOR KAZAKOV

MOSCOW, April 21 (RIA Novosti) - Russia is facing the territorial reorganization problem connected with the enlargement of regions, said the head of the Committee for Federal Affairs of the Council of the Federation (the upper chamber of the Russian Parliament) Alexander Kazakov.

"We will not accomplish the reforms planned if we set aside the administrative and territorial division of the Russian Federation... It is high time we discuss those things," said Kazakov at a press conference on Wednesday.

According to him, a group of experts and several institutes work on the territorial reorganization of the federation.

"What is the purpose of the reform? 89 regions with 6 statuses - it is impossible to effectively govern such state. It is as good as to propose the same daily routine for an adult and a baby," said Kazakov.

According to him, the unification of the Perm region and Komi-Perm autonomous district in the Urals became an example for the further territorial reorganization reform.

Kazakov said that the reform would not consist in the unification of territorial districts with regions and territories.

According to him administrative and territorial reform will be performed in an unhurried and trusted manner on the basis of Russia's and world's experience.
