"Let the Kaliningrad region be a European, global off-shore zone," Mr Mironov said at a press conference.
"We do not have to be afraid of the prospect," he added.
The law on a special economic zone in Kaliningrad, which is being drafted at the moment, will not do any good to the region, according to Mr Mironov.
"There is no point in establishing separated economic zones," believes Mr Mironov.
On the other hand creating an off-shore zone in the Kaliningrad region will help settle many problems facing not only the region but entire Russia, according to the senator.
"Off-shore arrangements should envisage registration privileges for companies," noted Mr Mironov.
The Kaliningrad sea port should be given a special status as be part of the effort to turn Kaliningrad into an off-shore area. The port must become attractive to ship owners, according to Mr Mironov.
"Turning Kaliningrad into an off-shore area will demonstrate Russia's economic potential," believes the senator.
"This issue must be tackled decisively as there is nothing fearsome about the prospect," said Mr Mironov.
