MOSCOW, April 21 (RIA Novosti) - MP Valeri Galchenko came out with draft amendments to the law, On Government Support of Cinematography. He was calling to cut the number of foreign-made films in Russian circulation. The State Duma, parliament's lower house, easily overrode the bill even in an initial reading-it scored 106 votes against a 226 threshold.
Russian-made films account for slightly over 5 per cent of all circulated in Russia, as against 6.1 per cent European and a spectacular 87.2 per cent American, said Mr. Galchenko as he was introducing his brainchild to the house. The bill envisaged a gradually rising circulation quota for foreign films-80 per cent for this year, 70 per cent next, and a mere half by 2007. Theatre licensing bodies are to monitor compliance, as he sees it.
To expect the amendments ever implemented is sheer wishful thinking, found the house as it buried them.
