MOSCOW, April 20 (RIA Novosti) - The Chechen authorities call on refugees to return to their homeland and build peaceful life together.

"Those who have clean hands and clear conscience should come back and bring order to our country," Chechen President's advisor Degi Bagayev told a press conference on Tuesday.

Mass appeals of Chechen refugees to foreign embassies gave cause for the press conference.

"Chechnya's problems are our internal affair," Mr. Bagayev stressed.

"Certainly, Chechnya cannot offer prewar conditions but this is a crime to make people live in tents," Degi Bagayev said commenting on legal organizations' statements that Chechnya has no security conditions.

According to him, about 80,000 refugees have already returned to Chechnya. The last refugee camp in Ingushetia (Chechnya's neighbor) containing about 2,000 people should be closed by late April.
