GRYZLOV ASKS PUTIN TO ISSUE DECREE ON MARKING STATE DUMA BIRTHDAY AS NATIONAL AFFAIR

ST. PETERSBURG, April 17 (RIA Novosti) - Boris Gryzlov, chairman of the State Duma (the lower house of Russian parliament), asked Vladimir Putin to issue a decree marking the 100th anniversary of the State Duma at the national level.

Gryzlov said this on Friday at a session of the Council of the CIS Interparliamentary Assembly.

He said that April 27, 2006 will be the day on which 100 years ago the first State Duma of Russia began its work. The State Duma represented many regions, some of which are now countries of the Commonwealth of Independent States.

"It is beyond doubt that much of the parliamentary practice now in use by the Commonwealth parliaments relies on the experience of the first stage of parliamentarism," Gryzlov said.

He called another important aspect of the jubilee the international response which the celebrations may evoke.

"It is important for the houses of the Federal Assembly of the Russian Federation, other CIS parliaments that, in their interparliamentary contacts, the foreign partners take account of and duly appreciate the rich historical heritage underlying our present-day parliamentary activities," Gryzlov said.

The State Duma chairman proposed by a joint effort of CIS parliamentarians to hold scientific-practical conferences on parliamentarism and law-making, arrange exhibitions on the past and present day of parliamentary work, publish a set of jubilee editions, make documentaries, issue jubilee coins and stamps.

"On its part, the State Duma of the Russian Federation is ready to head the program of preparation of the jubilee and establish an organizing committee in close cooperation with the CIS Interparliamentary Assembly," Gryzlov added.

Preparation for the celebrations of the State Duma's 100th birthday will be considered at a plenary session of the Assembly on Saturday.
