The ratification of this document will entail a downturn in economic activity, Illarionov told reporters.
"The main aim of the Kyoto Protocol is to stifle the economic growth, the economic activity in the countries which assume this responsibility," the president's adviser noted.
(The Kyoto Protocol was adopted on the basis of consensus by the Third conference of the parties to the UN framework convention on climatic changes held in Kyoto in December 1997. According to the Protocol, the industrially developed states must reduce their total discharges of greenhouse gases by 2008-2012 at least by five per cent as against 1990. The Kyoto Protocol will come into force 90 days after its ratification by no less than 55 states-parties to the convention, including the developed states, which account, at minimum, for 55% of the total discharges of carbon dioxide. The USA withdrew from the Protocol in 2002.) Illarionov opines that the ratification of the Kyoto Protocol by Russia will have many negative consequences. "First of all, the Kyoto Protocol is one of the most graphic examples of interventionism, but already on a supranational level, at the level of inter-state regulation," Illarionov said.
According to him, "we don't know so far what benefits Russia would get in case of the document's ratification. "During the last six months we have been trying to learn what Russia will get from it. The attempts to get comments by the supporters of the Kyoto Protocol on tentative advantages of its ratification have failed to produce any results, unfortunately," the president's adviser said.
