MOSCOW, April 12 (RIA Novosti) - For the earliest settlement of the situation in Iraq an extraordinary session of the United Nations Security Council is to be convened, Mikhail Margelov, chairman of the international committee of the Federation Council, told the Monday press conference in the upper parliamentary chamber.
Only interference of the Security Council can hold in settling Iraq, he said.
"What is going on in Iraq demonstrates that the situation has come out of hand of the occupation forces. A civil war is beginning there", Margelov said.
He noted that the United Nations Security Council should decide how the international community can affect the settlement of Iraq.
"Consolidation of the opposition forces in that country is now under way on the principles of military opposition to the forces of occupation", Margelov said.
