CIS PREMIERS TO DISCUSS TRADE LIBERALISATION

MOSCOW, April 9 (RIA Novosti) -- The CIS prime ministers will meet in Cholpon-Ata, Kirghizia, on April 16 to discuss results of trade liberalisaiton in the Commonwealth of Independent States as well as the remaining trade restrictions and proposals on their stage-by-stage abandoning.

The session is expected, according to the Russian foreign ministry, to sign a series of documents, including an agreement on introducing an international certificate of weighing up cargo transport means on the territory of CIS members. This is a way to facilitate the CIS border crossing routine and to accelerate international cargo automobile haulage.

Humanitarian cooperation issues will include programmes for rehabilitating war veterans, local conflict participants and victims of terrorism, reports a source in the Russian foreign ministry. There are plans to allocate about 4 million roubles (28.5 roubles equal $1) for this programme in 2004 by collecting contributions from CIS members.

Besides, a decision is to be signed on forming a joint commission for combating illicit migration, the functions of which will include coordinated action in this field and recommendations on preventing illicit migration.

Under review will be preparation of joint programmes to fight crime and drug trafficking in 2005-2007, reports the source.

The sides are expected to sign an agreement on cooperation in book publishing, distribution and printing which, according to the Russian foreign ministry, is to give a fresh impetus to cultural exchange.

To guarantee a timely and uninterrupted financing of CIS bodies in case of the states' incomplete or overdue remittance of their dues, a relevant decision is to be passed on the establishment of a Stabilisation Fund of the CIS unified budget, says the Russian foreign ministry.
