MOSCOW, April 8 (RIA Novosti) - Russian government is going to gain equal terms for competition among Russian businessmen, Prime Minister Mikhail Fradkov said after a meeting with managers of the Russian Industrialists' and Entrepreneurs' Union.

"The government's equidistance does not mean its remoteness from business. This term means the creation of equal-competition terms so that business can enjoy equal terms in all questions. In a word, that's what fair business is", Fradkov stressed.

"The state must do all to create equal-competition conditions for business. It will increase the competitiveness of the economy", the premier said.

In this matter Fradkov has found common language with the RIEU.

To him, the business community has positively received the decision on establishing the Competitiveness and Entrepreneurship Council. "A consolidated proposal will be prepared for the further efficient interaction between the state and the entrepreneurial community", he said.

The government is going to change for the better the image of the Russian economy through its modernisation, he added.

"If we correctly formulate goals for economic modernisation, in a short span of time we will be able not only to improve the government's image before Western public opinion but also improve the state of our economy", Fradkov stressed.

For that, the government and business will have to make an effort.

"Business must be socially responsible because it is part of our society", Fradkov said.

The Prime Minister did not rule out a possibility of creating special economic zones in some Russian research townships. "Today we have already spoken of that. It is one of the forms of putting to use the capabilities hidden in high-tech sectors", Mikhail Fradkov said. "It is possible that some research townships will be used as actually being such zones and having a great potential".

At the same time, Fradkov noted that the draft law on such zones is still in preparation and a final decision has not yet been taken.
