Parliament will proceed from findings of its ad hoc commission and a Constitutional Court verdict to vote an indictment. The President will be removed from office with a threshold 85 "yes" votes on one or more of the three points.
Speaker Arturas Paulauskas expects a vote even tomorrow-but, according to procedure, not before parliament hears out the President, the defence and the prosecution.
Mr. Paksas had refused to face either the parliamentary commission or the Constitutional Court. His lawyers were representing the head of state on both occasions. Now, he has agreed to attend the parliamentary session, and officially confirmed his consent.
Immune to appeal, the Constitutional Court verdict points out that the Sejmas has no right to deny, amend or question it. That is why parliament is to determine, during the impeachment session, whether the President is to be dismissed, never questioning whether he has been acting unconstitutionally or not.
The President may apply to resign before the parliamentary vote takes start.
