BANK OF RUSSIA VICE-PRESIDENT CONSIDERED FOR TOP JOB IN FINANCIAL MARKETS SERVICE

MOSCOW, MARCH 23, 2004, RIA NOVOSTI - Bank of Russia Vice President Oleg Vyugin may be appointed as head of the Federal Service for Financial Markets, a reliable source in the Bank has revealed.

Actually, this is the only candidate being considered for the post at this point, the source said.

Vyugin's challengers include Vladimir Milovidov, in charge of the Economic Policies Department in the Russian government; Igor Kostikov, former head of the now-abolished Federal Commission for Financial Securities; and Viktor Pleskachevsky, chairing the Property Commission in the State Duma, or parliament's lower house.

Russia's Federal Service for Financial Markets was set up on March 9, as part of the overhauled Cabinet of Ministers.
