MOSCOW, MARCH 23, RIA NOVOSTI - Dmitri Kozak, chief of Russian government staff, will lead an interbranch commission to determine the system and structure of federal executive bodies.

"The decision is made. I shall now be responsible for the administrative reform, and I shall lead the team. Alexander Zhukov may take up legislative matters," he said in a Novosti interview.

"My new duties are closer to what I have been doing as chief of government staff," Mr. Kozak added by way of comment on a mutual exchange of commission leaders.

Deputy Prime Minister Alexander Zhukov was previously appointed to lead the administrative reform commission, and Dmitri Kozak the legislative commission.

A government session will confirm, no later than April 1, distribution of duties between federal ministries, services and agencies. Respective regulations are to appear by April 20-all according to a schedule President Vladimir Putin has decreed, says Mr. Kozak.

His commission met in session today to settle a greater part of disputes between ministries and other federal bodies over sharing out duties.
