GEORGIA & ADZHARIA HAVE NO LAWS TO SLICE OUT DUTIES-THAT'S WHY THEY FELL OUT, SAYS CE ENVOY

TBILISI, MARCH 14, RIA NOVOSTI - Georgia has no legislative arrangements to delineate rights and duties of the centre and regions. That is the reason why the Adzhar autonomy is confronting the centre, holds Plamen Nikolov, special envoy to Georgia of the Council of Europe Secretary General.

"An absence of a legal basis to delineate centre/region competences is the basic reason for the differences," he stressed at a news conference in Tbilisi.

"Georgia is a member of the Council of Europe, Adzharia is Georgia's inalienable part, and human rights must be complied with in the entire Georgia.

"We shall welcome whatever conference and dialogue of Georgia's President Mikhail Saakashvili with Aslan Abashidze, the autonomy's leader. We shall not approve acts of pressure on peaceful settlement of disputable issues," the envoy said with emphasis.
