ETA SURELY BEHIND MADRID BLASTS: SPANISH AMBASSADOR TO RUSSIA

MOSCOW, MARCH 11, RIA NOVOSTI - Militant Basque separatists of the ETA group were certainly involved in today's Madrid blasts, Jose Maria Roblez, Spanish Ambassador to Russia, said in a Moscow Echo radio live cast.

True, Arnaldo Otega, spokesman of the prohibited Batasuna party-ETA political wing, denied party involvement in a public statement, but that was a mere subterfuge typical of ETA strategies. Characteristically, an ETA terror act was prevented on Christmas, pointed out the ambassador.

Senor Roblez is sure the culprits and their accomplices will be tracked down and land in prison. "Talks with terrorists is no way to settle the problem," he stressed. "To use all opportunities a law-based state has is the best way to put an end to terrorism so that no one would attempt to protect and support those who recur to violence." Today's blasts killed 186 and injured an approximate thousand in Madrid. Though no one has owned up for now, Spain's Interior Ministry experts never doubt the appalling crime was masterminded by the ETA. The latter's spokesmen, on the contrary, are blaming the Arab Resistance, alleging that the blasts came as revenge on Spain as Iraqi coalition member.

The ETA may be innocent this time, after all-no telephone warnings came today, while it is a sinister ETA custom to call authorities or editorial offices of Spain's foremost periodicals a few hours before a terror act. Then, the ETA has never before committed such a big crime as today's.
