ELECTRONIC STATE PURCHASES SYSTEM TO BE LAUNCHED IN RUSSIA

MOSCOW, March 10, 2004 (RIA Novosti) - In 2004, the system of electronic state purchases will be introduced in Russia, First Deputy Minister of Economic Development and Trade Andrei Sharonov said at a press conference in Moscow.

"This year the single portal of state purchases will be opened to provide information about all federal and regional state purchases. There are plans to carry out all state purchases via this portal in the real time mode," said Sharonov.

The Communications Ministry will authenticate the electronic digital signature. This year the ministry will set up a federal authenticating centre and a network of relevant organisations all over the country. Now there are many centres of the kind on the market, which are to be certified and used by state bodies, explained Sharonov.

The first deputy minister also said that the pilot projects of the automated information system of state purchases had been launched in a number of regions.

This year, Sharonov continued, the ministry will also continue creating a government portal, including with interactive services for interaction with citizens. Single information resources will also be provided for municipalities.

This year, the Economic Development and Trade Ministry will continue a joint project with the Audit Chamber to create effective procedures of financial control. "At issue is the formation of accounting bodies' vertical which would give a clear idea of budget execution at all levels," said Sharonov.
