The report of the Russian Central Presidential Inspection, posted on the president's official site, says the steps have been developed in line with Vladimir Putin's instruction.
They intend social adaptation to civilian life, vocational training and job placement, says the report.
"The situation with the vocational retraining and job placement of the military service invalids and law-enforcers that lost ability to work during hostilities and on line of duty is considered unsatisfactory," reads the report. Despite the steps being taken, many questions in this sphere remain unsettled.
According to the report, organs of executive power in the country are neglecting these questions.
At the present time, 233,000 disabled ex-servicemen, 76,300 of them with wounds, contusions or maimed during hostilities, are registered by social security organs of the Russian Federation.
