The notorious amendments drastically cut secondary school tuition in ethnic minorities' native tongues.
Though Duma members' opinions on the matter directly oppose each other, a majority warns against a politically tinged hubbub round the Latvian dispute in Russia. There are international structures Latvia has joined or is about to join, and they can have an impact on it. To appeal to those structures - in particular, the Parliamentary Assemblies of the Council of Europe, and of the OSCE - is an efficient way to protect ethnic Russians' rights in that post-Soviet Baltic country, Mr. Kosachev said to Novosti.
Mr. Kosachev met in conference, yesterday, with leaders of several European parliamentary structures to discuss the Russian stance on a current educational reform in Latvia.
As the PACE Standing Committee held session the same day, Russian delegates offered it a draft resolution on that reform. The Duma committee for CIS affairs has joined hands with government offices and public organizations to draft an OSCE resolution on the same matter.
The dire impact of the reform on ethnic Russians may come up for debates at the nearest OSCE Parliamentary Assembly session in Edinburgh, July, added the MP.
