"Things will not move if we do not wipe off the practice of sectoral regulation: now you regulate steel-making on even weekdays, now you regulate the forest industry on uneven weekdays", Aleshin said at the ministerial collegium.
At the same time, "the ministry is beginning to understand that its main work should target the assurance of industrial competitiveness".
Aleshin believes that the ministerial policy should focus on major projects, "crucial technologies, on what we cannot lose under any conditions". The acting vice-premier noted that Russian science has always coped with science-intensive projects. "They are space, nuclear power engineering, where we are 100 percent competitive. These directions should be developed in the first place", noted Aleshin.
As regards the attraction of investments in research, Aleshin is for the passing the rights of intellectual property to performers. "In science we should decide to whom know-how belongs. As long as it does not belong to the institutes, investors will never invest in research work", Aleshin is sure.
