MOSCOW, March 1, 2004. (RIA Novosti) - Russian President Vladimir Putin has forwarded a letter to State Duma speaker Boris Gryzlov. According to article 83 of the Russian Constitution, Putin has put in this letter Mikhail Fradkov's candidacy for premiership to receive the State Duma's approval.
Today Mikhail Fradkov is Russia's ambassador to the European Union in the ministerial rank.
